Similarly, China’s state apparatus emphasizes controlling narratives and information flows to “shape” perceptions at home and abroad, treating the information sphere as integral to national security.
In NATO’s view, cognitive warfare activities are conducted “throughout the continuum of conflict” and often remain in the grey zone below the threshold of open war. In February 2018, U.S. indictments against 13 Russians revealed how they had used social media to conduct “information warfare against the United States” by impersonating Americans online and spreading divisive propaganda. Yet, election interference continues to evolve. During the 2020 election and beyond, U.S. agencies reported ongoing foreign disinformation efforts, often leveraging even more sophisticated fake personas and content generation.
The ethical dilemma is stark: how can open societies defend against covert cognitive attacks without undermining the very freedoms (like open discourse) that make them vulnerable? This question looms large as election systems worldwide remain targets for information warfare.
The Cambridge Analytica Scandal

In 2018, journalists revealed that Cambridge Analytica, a political consulting firm, had harvested personal data from tens of millions of Facebook users without consent and overall mined the profiles of approximately 50-87 million people and built detailed psychographic profiles on U.S. voters.

As technology advances, cognitive warfare is poised to become even more sophisticated and pervasive. Future developments in artificial intelligence (AI), neuroscience, and state-driven information control will shape the next generation of cognitive warfare tactics. Adversaries will have new tools to exploit human minds, and societies will face new challenges in defending the integrity of information.
AI-Driven Propaganda and Deepfakes
Artificial intelligence is a double-edged sword in the cognitive domain. On one hand, AI can help detect and counter misinformation; on the other, it dramatically amplifies the scale and precision of propaganda attacks; AI-driven technologies, like deepfakes, will take cognitive manipulation to new heights.
Deepfakes are hyper-realistic fake videos or audio generated by neural networks, making it appear that someone said or did something they never did. We are already seeing this through deployment of convincing deepfake videos of political leaders to spread false messages or create hoaxes - for instance, a deepfake of a president declaring war or a fabricated video of a public figure engaged in scandal.
Such false content can, and has, ignited chaos before it is debunked. Analysts warn that deepfakes and AI-generated disinformation will make it even harder for people to tell what’s real and what’s not, potentially causing mass confusion during crises.
AI also enables highly personalized propaganda. Machine learning algorithms can ingest massive datasets about a target population - including social media posts, search histories, and online purchases - to profile individuals and identify the best ways to influence them. Using this insight, AI systems can automatically tailor messages to people’s specific cognitive biases and emotional triggers.
The ability of AI to continuously learn and adapt its messages to each user will usher in a new level of microtargeting and personalized disinformation. For example, we are already seeing AI bots conversing with thousands of users in parallel on chat platforms, mimicking human supporters and subtly steering opinions.
Unlike crude “one-size-fits-all” propaganda of the past, future influence operations may look like a friend in your feed, knowing exactly what arguments (or fears) might change your mind.
Adding to this issue, AI can generate content at a volume and speed far beyond human capacity. Networks of bot accounts are being coordinated to deliver millions of posts, images, and videos, overwhelming social media with a torrent of propaganda. These bots are becoming harder to distinguish from real users as AI improves their language and interaction skills.
In 2022-2023, during conflicts like the war in Ukraine, investigators identified bot networks pushing thousands of posts per day to distort public discussion. Going forward, a single operator equipped with AI could effectively deploy an army of virtual agents to shape narratives worldwide.
The other aspect of AI to consider, is that of deliberate manipulation of training data, algorithms and weights, in order for AI responses to align to specific agendas. As we continue to deploy Generative AI capability across virtually every consumer product and application, the ability to subtly change and influence the user’s world view becomes both pernicious and ubiquitous to our every day use.
This raises the stakes for information integrity: if reality itself can be digitally forged, societies may enter an era of “total informational warfare” where trust is almost non-existent. Combating AI-driven cognitive warfare will likely require AI-enabled defences (to detect fakes), an increased scrutiny of ethics, transparency and explainability, as well as public education to foster resilience against manipulated media.
Neuroscience and Cognitive Control
Beyond AI, advances in neuroscience and psychology are informing new techniques of cognitive influence. Decades of brain research have given us deeper knowledge of how people form beliefs, what biases we universally share, and what triggers can override rational thought. Military strategists are keenly interested in this “knowledge of the human mind” as a driver of cognitive warfare.
For instance, understanding that only a small fraction of decisions are fully rational - the rest being swayed by unconscious biases and mental shortcuts allows information warriors to craft messages that exploit those shortcuts. Simultaneously, they have become more assertive in projecting its own influence outward, through global media ventures and social media campaigns that promote pro-China narratives or sow discord in rival nations.
Beijing’s concept of “information sovereignty” frames control of content as a core aspect of national security - effectively treating information space like territory to be governed.
The extreme end of this is China’s nascent social credit system, which uses big data to monitor citizens’ behaviours (online and offline) and enforce conformity through rewards and punishments. The goal, as described by one expert, is mass psychological steering of an entire population toward desired behaviours. This represents a kind of internal cognitive warfare by the state against its own populace to maintain power and social order.
In the West, liberal democracies face the quandary of how to fight foreign cognitive attacks without adopting the censorious tactics of their adversaries. So far, responses include bolstering fact-checking, pressuring social media companies to police fake accounts, and running public awareness campaigns about disinformation. Some governments have created special units to counter disinformation (for example, the NATO Strategic Communications centre or the East StratCom Task Force in the EU).
But because these societies remain open, they will likely continue to be battlegrounds for influence. We may see more proactive information operations as defence - such as the U.S. or allies exposing and disrupting disinformation networks (e.g., seizure of servers or sanctions on troll farms) before they can do harm.
Geopolitically, control of information is now a source of power projection. In the 21st century, a superpower is not just one with a strong military, but one that can shape global narratives and public opinion at scale.
The U.S., Russia, and China each bring different strengths: the U.S. has technological and media dominance but is constrained by free speech norms (so far); Russia has a long expertise in propaganda and is willing to play the spoiler, weaponizing openness against its foes; China is investing heavily in AI and global media to possibly set the terms of discourse in the future, while tightly fortifying its own population against outside ideas. Other actors - from extremist movements to small states - can also leverage inexpensive online tools to punch above their weight in the cognitive domain (ISIS’s savvy use of social media for recruitment is a past example). This means the future will likely feature persistent information struggles short of war, as a core component of geopolitics. Contests over narratives about democracy vs. authoritarianism, or which country is responsible for a crisis, etc., will play out in real-time, often with AI augmentation.
The ability to “win hearts and minds” - always a crucial objective in war - is becoming an everyday strategic pursuit in peace and war alike.
